As part of the annual flagship report published by the Center for Digital Public Goods (CDPG) at IIM Bangalore, in collaboration with Protean eGov Technologies, Keshav is authoring the chapter analyzing the education sector. The study details the integration, active ecosystem, use-cases, and systemic impact of educational DPIs in India.
Abstract: Digital Public Infrastructure (DPI) has emerged as a transformative paradigm in global development discourse, shifting focus from siloed, proprietary technology solutions to shared, interoperable digital systems built on open standards. This article traces India's pioneering DPI journey, from the India Stack, structured around the foundational layers of digital identity (Aadhaar), payments (UPI), and consent-based data exchange, to the globally oriented Citizen Stack anchored in five guiding "DPI Sutras."
It examines India's distinctive "middle-path" model, in which publicly governed infrastructure coexists with private-sector innovation, and documents its measurable impact: expanded financial inclusion, plugged welfare leakages through Direct Benefit Transfers, and a globally dominant real-time payments ecosystem. The article makes the case for global replication of this model, arguing that battle-tested, open-source digital rails offer developing nations a sovereign, equitable alternative to corporate monopolies and surveillance architectures, and a powerful accelerator for achieving the Sustainable Development Goals.
